Mexico launches anti-dumping sunset review investigation on cold rolled steel plates from Russia and Kazakhstan
On June 28, 2024, the Mexican Ministry of Economy announced that, at the request of Mexican company Ternium México, S.A. de C.V., the fifth anti-dumping sunset review investigation on cold rolled steel plates (Spanish: ácido esteárico) originating from Russia and Kazakhstan was launched. The dumping investigation period of this case is from April 1, 2023, to March 30, 2024, and the damage investigation period is from April 1, 2019 to March 30, 2024. The TIGIE tax numbers of the products involved are 7209.16.01 and 7209.17.01. During the investigation of the case, the current anti-dumping duties remain in effect. The announcement will take effect from the day after it is issued.

On March 20, 1998, Mexico launched an anti-dumping investigation on cold rolled steel plates originating from Russia, Kazakhstan, and Bulgaria. On June 29, 1999, Mexico made an affirmative final ruling on the case: 1. 83% anti-dumping duties were imposed on the products involved in the case of Russian company A.O. Severstal, and 88% anti-dumping duties were imposed on the products involved in the case of other Russian companies; 2. 34% and 33% anti-dumping duties were imposed on the products involved in the case with tax numbers 7209.16.01 and 7209.17.01 of Kazakhstan respectively; 3. 44% and 45% anti-dumping duties were imposed on the products involved in the case with tax numbers 7209.16.01 and 7209.17.01 of Bulgaria respectively.
On December 12, 2005, Mexico made the final ruling of the first sunset review of anti-dumping cases against cold rolled steel sheets originating from Russia, Kazakhstan, and Bulgaria, and extended the anti-dumping duty period by five years. On December 28, 2010, Mexico made the final ruling of the second sunset review of anti-dumping cases against cold-rolled steel sheets originating from Russia, Kazakhstan, and Bulgaria: the anti-dumping duties on the products involved in the case from Russia and Kazakhstan were adjusted to 15% and 22% respectively; the anti-dumping duties on the products involved in the case from Bulgaria were terminated.
On July 1, 2015, Mexico made the final ruling of the third sunset review of anti-dumping cases against cold rolled steel sheets originating from Russia and Kazakhstan and extended the anti-dumping duty period by five years. On August 18, 2020, Mexico made an affirmative final ruling in the fourth sunset review of anti-dumping measures on cold rolled steel plates from Russia and Kazakhstan, deciding to extend the validity period of the anti-dumping duties determined in the second sunset review for five years from June 30, 2019.
