U.S. launches anti-circumvention investigation into alloy aluminum sheet double anti-counterfeiting case

On August 26, 2022, the U.S. Department of Commerce issued an announcement stating that in response to applications submitted by the Aluminum Association Common Alloy Aluminum Sheet Working Group and its members, the aluminum alloy sheet ( Common Alloy Aluminum Sheet/CAAS) anti-dumping and anti-subsidy case initiated an anti-circumvention investigation to examine whether the products involved were produced from 4017 aluminum alloys in order to avoid anti-dumping and countervailing duties on aluminum alloy sheets.

The products involved were thicker than 0.2 mm and less than Equivalent to 6.3mm of 4017 Aluminum Sheet, in coils or cut-to-length.

On November 28, 2017, the U.S. Department of Commerce announced that it independently initiated a double-reverse investigation on aluminum alloy sheets imported from China. On November 7, 2018, the U.S. Department of Commerce made an affirmative final ruling on the case. On December 7, 2018, the US International Trade Commission made an affirmative final ruling on industrial damage in the case. On February 6, 2019, the United States officially imposed countervailing duties on Chinese aluminum alloy sheets.

On February 8, 2019, the United States officially imposed anti-dumping duties on Chinese aluminum alloy sheets. The products involved were those with a thickness greater than 0.2 mm and less than or equal to 6.3 mm. Aluminum alloy sheets or coils to length, involving U.S. Harmonized Tariff Nos. 7606.11.3060, 7606.11.6000, 7606.12.3090, 7606.12.6000, 7606.91.3090, 7606.91.6080, 7606.92.3090, 7606.92.6080 products, and some products under headings 7606.11.3030, 7606.12.3030, 7606.91.3060, 7606.91.6040, 7606.92.3060, 7606.92.6040, 7607.11.9090.
