Canada Launches Second AD Sunset Review Investigation on Hot-Rolled Carbon Steel Plates from Brazil and Six Other Countries

On February 10 and February 11, 2025, the Canadian International Trade Tribunal (CITT) and the Canada Border Services Agency (CBSA) respectively issued announcements to initiate the second anti-dumping sunset review investigation on hot-rolled carbon steel plates originating in or imported from Brazil, Denmark, Indonesia, Italy, Japan and South Korea. Stakeholders should submit the questionnaire answers for this sunset review to the Canada Border Services Agency before March 20, 2025. The Canada Border Services Agency will make a final ruling on this sunset review investigation no later than July 10, 2025.

On September 5, 2013, the Canada Border Services Agency initiated an anti-dumping investigation on hot-rolled carbon steel plates originating in or imported from Brazil, China’s Taiwan region, Denmark, Indonesia, Italy, Japan and South Korea. On April 17, 2014, the Canada Border Services Agency made an affirmative final anti-dumping ruling on hot-rolled carbon steel plates originating in or imported from Brazil, Denmark, Indonesia, Italy, Japan and South Korea, and terminated the anti-dumping investigation on hot-rolled carbon steel plates imported from China’s Taiwan region.

On May 9 and May 10, 2019, the Canadian International Trade Tribunal and the Canada Border Services Agency issued announcements respectively, initiating the first anti-dumping sunset review investigation on hot-rolled carbon steel plates originating in or imported from Brazil, Denmark, Indonesia, Italy, Japan and South Korea. On October 4, 2019, the Canada Border Services Agency made an affirmative final sunset review ruling on the case.

On March 13, 2020, the Canadian International Trade Tribunal made an affirmative final sunset review ruling on the case. The Canadian customs codes for the products involved after January 1, 2019 are 7208.51.00.10, 7208.51.00.91, 7208.51.00.92, 7208.51.00.93, 7208.51.00.94, 7208.51.00.95, 7208.52.00.10, 7208.52.00.91, 7208.52.00.92, 7208.52.00.93 and 7208.52.00.96.
