India makes final AD ruling on Welded Stainless Pipes from Thailand and Vietnam

On August 6, 2024, the Indian Ministry of Commerce and Industry announced to make a positive final anti-dumping ruling on welded stainless pipes (Welded Stainless-Steel Pipes and Tubes) originating in or imported from Thailand and Vietnam, and recommended that anti-dumping duties be imposed on the products involved in the above-mentioned countries for 5 years, including 0-246.49 US dollars/ton for Thailand and 0-307.79 US dollars/ton for Vietnam.

Given the 7/23/2023-DGTR announcement of the Indian Ministry of Commerce and Industry on June 15, 2024, it is recommended to impose anti-subsidy duties on Vietnamese welded stainless pipes (for details of the collection of anti-subsidy duties, please refer to the announcement of India’s final ruling on the anti-subsidy sunset review of welded stainless pipes involving China), it is recommended that the anti-dumping duties imposed on the Vietnamese products involved be the difference between the anti-dumping duties listed in the attached table No. 1-4 and the payable anti-subsidy duties (if any). For details of the taxation, please refer to the attached table.

This case involves products under Indian customs codes 73064000, 73066100, 73066900, 73041110, 73041190, 73044100, 73045110, 73049000, 73051129, 73059099, 73061100, 73062100, 73062919, 73063090, 73065000, 73069011, 73069019 and 73069090.

On September 30, 2023, the Indian Ministry of Commerce and Industry announced that it would initiate an anti-dumping investigation on welded stainless steel pipes originating in or imported from Thailand and Vietnam in response to applications submitted by domestic industry associations Stainless Steel Pipe and Tubes Manufacturer Association (Delhi) and Stainless Steel Pipes & Tubes Manufacturers Association (Gujarat).

The dumping investigation period of the case is from April 1, 2022, to March 31, 2023 (12 months), and the damage investigation period is from 2019 to 2020, 2020 to 2021, 2021 to 2022, and the dumping investigation period.
