South Korea imposes anti-dumping duties on Chinese photosensitive aluminum plate double-coated pre-coated
On October 25, 2022, the Ministry of Planning and Finance of South Korea issued Announcement No. 2022-203. According to Order No. 940 of the Ministry of Planning and Finance, the double-coated aluminum double-coated photosensitive plate originating in China with a length of not less than 255 mm on both sides was issued.
(Presensitized Aluminum Plate with Double-layered Coating for Offset Printing) levied anti-dumping duties of 3.60% to 7.61% (see the attached table for tax rates), the measures will take effect from the date of this announcement and will be valid for 5 years. This case involves products under Korean tariff heading 3701.30.9100, excluding photopolymer violet and recycled aluminum double-coated pre-coated plates.
On April 26, 2021, South Korea launched an anti-dumping investigation on double-coated pre-coated photosensitive aluminum plate products originating in China with a length of not less than 255 mm on both sides. On October 7, 2021, the Ministry of Planning and Finance of the Republic of Korea issued Announcement No. 2021-164, stating that temporary anti-dumping duties will not be levied on Chinese products involved in the case. On April 14, 2022, the Korea Trade Commission issued Announcement No. 2022-4, making an affirmative final ruling on the case, recommending that the Ministry of Planning and Finance of South Korea levy a five-year anti-dumping duty on the products involved.
Among them, Jiangsu Lecai Printing Materials Co., Ltd. is 4.10%, Kodak (China) Graphics and Imaging Co., Ltd. and its affiliates are 3.60%, Chongqing Huafeng Dijiete Printing Materials Co., Ltd. and its affiliates are 7.61%, and other suppliers are 4.87%;
At the same time, the Ministry of Planning and Finance of South Korea is not advised to accept the price commitment offered by Chongqing Huafeng Dijet Printing Materials Co., Ltd.
